page focus set to bottom

Hi,
I have page with one level tabs. It has 5 regions in it(long page- so it has scroll bar)
I just added a textarea in the last region and the page always sets focus to the textarea(botttom of the page) on refresh. This page was fine before I added the textarea now it is showing this starnge problem.
If I remove the textarea it works fine
Any comments on why page is setting foucs to the bottom of the page instead of the top.
