package javax.ejb does not exist

Hi,
I have downloaded java 1.4 version on windows system under root directory. I have set the path to c:/jdk1.4/bin and classpath to c:/jdk1.4/lib/tools.jar .

But when I'm trying to compile my code, it is giving me the following error...
"package javax.ejb does not exist".

What kinda settings do I need to do on my machine? pls let me know..
