package com.sun.javadoc does not exist

D:\Xyz.java:22: package com.sun.javadoc does not exist
import com.sun.javadoc.*;

After getting this error, I have set my classpath to C:\Program Files\Java\jdk1.5.0_03\lib\tools.jar. But still the error persists. Could anyone please tell me how do I solve this problem.
