OWB 11g R2 version 11.2.0.1.0 64 Bit installation errors on Windows 7

I have Installed Oracke Database 11g Release 11.2.0.1.0 (64bit) on Windows 7 Enterprise.

Oracle Warehouse Builder Design Center would not start gives the following error.

The application was unable to start correctly (0x0000018). Click OK to close the application

Design Center error
C:\app\xxxxxx\product\11.2.0\dbhome_2\owb\bin\win32\call setowbenv.bat

Database thru browser is working, also SQLPLUS is working

in the Warehouse builder all other things are working except the Design Center

This is the integrated OWB with Database 11g R2 64 bit

how to fix this error please help
