The City of Saint Paul requests an enhancement to WACS to allow overhead to be configured for regular labor and overtime labor. Indirect labor burden should differ between regular and overtime hours because most indirect costs—such as benefits and insurance—do not increase when employees work overtime. Using the same overhead rate for both regular and OT hours inflate labor costs and causes the system to overstate labor expenses, which is especially problematic when using the system for billable work.
