Outbound B2B message tries to connect to an already established connection.

All,

We recently noticed behavior of Outbound B2B message is trying to connect to an already established connection. I am seeing when we try to send a message, B2B is trying to connect again, yet we are already connected, so client abandons the established connection and reconnects.

Has anybody seen this behavior or knows how to fixed this?
