Out of memory due to fragmentation

Hello,
I am getting an out of memory error when my application is running but the heap memory is not full. I think it is a fragmentation issue.
My application settings are:

-Xms2048m
-Xmx2048m
-Xss1m
-XX:PermSize=512m
-XX:MaxPermSize=512m
-XX:+UseParallelGC"

The machine is a Linux with 4GB Ram and 2 cpus.

Can anybody suggest me a good solution?
