OUI-10133:Invalid staging area when installing EM12 on Windows

The installation of EM12.1.0.2 (cloud control) failed on Windows 2008 server wtih error: OUI-10133:Invalid staging area. There are no top level components for Windows 64-bit (AMD) available for installation in this staging area.
The OMS_HOME directory is not created in the middleware_home directory. There is no logs as well.
Can someone help me out?
