OT: Rolling Boil

I was just making some instant noodles when a question I'd had before crossed my mind again. When you make tea, you're supposed to bring the water to a "rolling boil". Why not just to a boil? Isn't boiling, boiling? I mean, the water isn't any hotter, is it? What difference would it make?
