OSSO External Application Login Error

Just set up an external application in OSSO but when users select the link to the established external app link for the first time (sample below), they receive an error like : "The specified External Application ids not available".

http://host:port/sso/ealogin?ID=APPID

But if the user closes that window and re-selects the link, it parse to the application without error.

Just wondering if anyone else has seen this and possibly have a fix?
