OSB oracle service bus SOAP Envelope

Has anyone used OSB to send out an EBMS / ebXML acknowledgment?

From my understanding OSB does not give you the hooks to create the SOAP Envelope the way you want it.

Is that a correct statement?

The SOAP body, SOAP Header and soap attachments can be changed but not the surrounding SOAP Envelope.

We are getting an Empty Payload message from the trading partner's nexus e2e server without these namespaces.
