OS Block Size and Oracle Block Size

[Condition] If OS Block size[512B-64K] is greater than Oracle Block Size[2K-16K]

Assume : OS Block Size : 32K and Oracle Block Size : 8K

Que: Will One to Many Relation still be true? or Oracle Block will use 8K out of 32K and rest will be unused? or It will throw error in time of creation of Datafile??
