Currently, any administrator can assign user permissions for themselves and others, including the Disburser permission, without the participation of any other user. It would be beneficial to have an optional, org-level setting that requires the approval of another, specific user to make changes to user roles and permissions, specifically payment authorization and disbursement related permissions.
Dual authorization is commonly used in financial systems and making this option available in Textura will further prevent fraud, reduce errors, increase transparency, and make it more difficult for a user to misuse access, either intentially or accidentally.
