ORDS is not initializing properly on Tomcat

Hello,
I'm trying to install ORDS 20.2.0.178 r1804 on a Tomcat server (9.0.37) in my Data Center but I get an HTTP-404 error when accessing the URL.
I see only the following 2 lines in the "catalina.out" file (in my Data Center):

The "ords.war" file is processed by Tomcat but it looks like ORDS is not initializing at all as I do not get " Oracle REST Data Services initialized" in the logs.
To be noted that when configuration files are not found (e.g. because the configdir is not setup or is invalid), you get the following:
2020-10-08T13:11:51.195Z INFO No pools configured yet
2020-10-08T13:11:51.257Z INFO Oracle REST Data Services initialized
So it's reported as initialized.
Any idea?
