ORDS how to switch from standalone to Tomcat

With the newest release, ords.3.0.8.277.08.01 I have successfully configured it and able to run in standalone mode with ssl.  I now need to deploy to Tomcat.  I have a working instance of Tomcat which has a few other war files in the /webapp directory and they work fine. 

Can I just move the ords.war file into /webapp?  That did not work. 

So I thought I would try to reconfigure the ords.war and this just gives me the option to start in standalone mode:

C:\ords\ords.3.0.8.277.08.01>java -jar ords.war install advanced

Verify ORDS schema in Database Configuration apex with connection host: localhost port: 1521 service name: xyz

Nov 02, 2016 10:50:25 AM oracle.dbtools.rt.config.setup.SchemaSetup install

INFO: Oracle REST Data Services schema version 3.0.8.277.08.01 is installed.

Enter 1 if you wish to start in standalone mode or 2 to exit [1]:2

Do I need to get a new ords.war file and configure it to not be in standalone?
