Ords 22.3 Upgrade from 22.2.1 might cause Issues with Restful Services

Screen Shot 2022-10-10 at 8.51.04 AM.pngReverting back to ORDS 22.2.1 fixed this Issue on 404 Error and apex_authentication package access.
