ORDS 22.1 Installation Problem

Hi All,
I have Successfully install Apex 22.1 on Database 21c XE.
When I try to install ORDS 22.1, I has some problems.
C:\Oracle\ords22.1> java -version
Java(TM) SE Runtime Environment 18.9 (build 11.0.15+8-LTS-149)
C:\Oracle\ords22.1>java -jar ords.war install
Warning: Support for executing: java -jar ords.war has been deprecated.
Please add ords to your PATH and use the ords command instead.
2022-05-27T16:01:41.085Z INFO Your configuration folder C:\Oracle\ords22.1 is located in ORDS product folder. Oracle recommends to use a different configuration folder.
C:\Oracle\ords22.1\bin>ords.exe install
Unrecognized VM option '+IgnoreUnrecognizedVMOptions'
Could not create the Java virtual machine.
