Order of activities in case Siebel 19.11 upgrade

Hello All,

We are planning to upgrade the Siebel application from IP16 to IP19.11 with new hardware, can any one confirm the below order is correct to install the Siebel Application on IP19.11 :

1. Install Siebel (IP17 base + IP19.9 Patchset) IP19.9 Software

2. Take backup of IP16 database and import to new DB.

3. Run the IRM

4. Fullpublish.

5. Siebel Server, Gateway Server and AI Configuration.

We need to run the WSRanking, Repository utility for the same ?
