I am aware that Windows Services can "lock" Oracle DLL's and that this can prevent a successfull Opatch, even after stopping all Oracle services. Some examples: "VMware tools", "Microsoft Monitoring Agent", "Windows Management Instrumentation", virus scanner.
So i have a complete list of services to stop before I can start Opatch.
However, since the july 2019 PSU for Oracle 18 i am having trouble with one new DLL that will stay in use after stopping all known services: ORAEVRUS18.DLL
