OracleXE problems on Windows XP

I've been trying to get OracleXE working on a Windows XP environment. The installation goes fine, until the final stage where it says something like 'Creating Database, Task 1 of 5 in progress'

I then get an error message indicating a system error with SQL Plus. The installation then completes without going through Task 2 to 5.

I cannot access http://localhost:8080/htmldb but the database itself seems to be running (at least all the associated services are anyway).

Any tips anyone could give would be much appreciated.
