OracleDbConsole service not starting

Hi,

I have installed Oracle database 11g 64 bit (version 11.2.0.1.0) on windows 7 Ultimate. After a few days the ip address of the system got changed. Now the Oracle service OracleDBConsolebabar has stopped working and terminates with the following error.

When I issue the emctl command

C:\Users\Babar>emctl start dbconsole

It gives the following error

Oracle Enterprise Manager 11g Database Control Release 11.2.0.1.0

https://192.168.1.15:1158/em/console/aboutApplication

Starting Oracle Enterprise Manager 11g Database Control ...System error 5 has oc

curred.

Access is denied.

Please suggest a solution to rectify this error.
