Oracle8i (8.1.7) on Windows XP

I want to install Oracle 8.1.7 Enterprise Edition (server) or Oracle 8.1.7 Personal Edition in a windows XP Professional environment and then creat a blank database. I cannot get it to fire on XP. I ve read that 8.1.7 is certified on XP Professional once you apply a series of patchsets. I couldn’t find a specific requirements matrix. Does anyone know how can I get Oracle 8.1.7 to work on XP?
