Oracle XML Gateway Interface And SWIFT mt103

I want to convert payment into XML output to be handled by JCAPS then converted to SWIFT mt103 message
My question is can the Oracle XML Gateway Interface in Oracle E-business suite help me in this?
, because I don’t want to access the Database directly and I don’t know
