Oracle XE edition - Internet Explorer error when go to Database home page

I just installed Oracle XE 10g on my Windows XP (SP3) pc. Everything seemed to go well in the install. When I try to go to the Database Home Page with Internet Explorer I get an error "cannot display the webpage".

The Oracle services appear to be running on my system.

I can run "tnsping XE" and it returns:

Used parameter files:

Used TNSNAMES adapter to resolve the alias
