Oracle XE can not build more than one Database -> meaning?

Hallo everyone,

I dont understand the conzept of admin user in specifically in Oracle XE.

What does it mean if it is stated:
Unfortunately, Oracle XE can not service more than one Database? Dont I have plenty of Databases in my Oracle XE? Like:
- I can create tables in user "admin"
- I can create tables in user "HR"

Well, these are already 2 Databases right?
