Oracle XE 18c Listener lost contact to XE, TNS-12547: TNS:lost contact

TNS-12547: TNS:lost contact. Oracle XE 18c was installed on Windows 10 computer, the installation and configuration were good, I was able to icreate users and other database objects, no problem to login to XE,  the second day, I can no longer login to the database, it happened twice on 2 computers, the erros are the same (from SQLplus):

TNS-12514: TNS:listener does not currently know of service requested in connect descriptor

Checking Listener log file, found Listener lost contact to database:

XE and Listener are still running, restarting them didn't fix the problem.
