Oracle XE 11g access denied error

I've got a build in Jenkins throwing an error since I updated the agent it runs on to 11g.

db.stop:

13:12:52 [echo] Stop Oracle XE

13:12:52 [exec] System error 5 has occurred.

13:12:52 [exec]

13:12:52 [exec] Access is denied.

13:12:52 [exec]

13:12:52 [exec] Result: 2

13:12:52 [echo] Stop Oracle Listener

I'm not sure what to do to fix the error at this point. The user running the command has Administrator, and full control over the Oracle folder. The official workaround I was able to find suggests running the Start/Stop batch files as an Administrator through a shortcut, but I don't have the option of changing anything in the code to redirect it to a shortcut instead of the batch file. What else can I do?
