Oracle x64 client on Windows 2016 "OraOLEDBpus12.dll: The specified module could not be found."

Tried Installing on TWO different computers running Windows Server 2016 x64, when I try to install Oracle x64 client with OLEDB provider get "OraOLEDBpus12.dll: The specified module could not be found."

Oracle Database Client 12c Release 2 (winx64_12201_client)

Ran the setup.exe installer as an Administrator. I pick custom install with only SQLPLus, Oracle Net and Oracle Provider for OLEDB Windows. After the install finishes, I get "OraOLEDBpus12.dll: The specified module could not be found."

Any help is appreciated?!
