Oracle + Windows Server 2003

Just which version is to be used with Windows 2003? I tried downloading 9i Release 2 (http://otn.oracle.com/software/products/oracle9i/htdocs/win2k3soft.html) but the file 9203WIN2K3.zip doesn't unzip into anything intelligible (no setup or autorun). Furthermore, the OUT220180.zip unzips to a .jar file (did someone get confused between UNIX and Windows here)?

I tried dropping back to 9i Release 1 (http://otn.oracle.com/software/products/oracle9i/htdocs/platformsoft.html#2000) but that only shows for NT/2000/XP. I went ahead and loaded it but ran into a serious bug (ORA-6553 PLS-213 PACKAGE STANDARD IS UNAVAILABLE) trying to import a dump file.
