oracle web service is unreachable error

i am using apex 4.1

and data base 10 g

i am implimntg the web service

using apex web service when i test it it gives the error

ORA-20001: The webservice was unreachable because either the URL you supplied was invalid, your environment requires a valid proxy server address for HTTP requests, the request timed out, or a wallet needs to be configured for HTTPS requests.

i configured the wallet but still same error

can any one help me to solve this error
