Oracle Wallet manager

Using SOA 11g (UNIX OS), while trying to create Wallet in Oracle HTTP Server I am getting error:

“Failed to invoke operation load on MBean oracle.as.management.mbeans.register:instance=ohs_instance1,Location=AdminServer,name=ohs1,type=component
Load failed with IOException”

and in HTTP server logs I am getting 2 errors:
1) NZ Library Error: SSL fatal alert
2) nzos handshake error, nzos_Handshake returned 28860(server serverName:9999, client 192.168.200.67)

Is there any known resolution? or do I have to do some configurations?
