Oracle VSS Writer doesnt show in VSSAdmin

running Oracle 11gR23 under Windows Server 2008 R2

oracle VSS Writer service is installed and running and shows in oravssw /q

however it does not show up in vssadmin list writers

anyone know why?

I'm having problems with Veeam backups and replication and this seems to be the reason
