Oracle VM guests and CPU Licensing ?

Hello All,

1. If i have a server with dual core (means 2 cpu's in a single chip isn't it?), when it comes to Oracle DB licensing based on CPU.
Do i need to count them as CPU= 2 or CPU=1 ?

2. Will i get better performance if i set Virtual CPU=4 for guest OS despite having only a single physical CPU in the machine ?
