Oracle upgrade from 9.2.0.6.0 to 10g (10.2.x)

Hi,

This is my scenario.

Currently we are running Oracle 9.2.0.6.0 on Windows 2000 server, with some of its products in different versions such as Oracle Enterprise Manager is at version 9.2.0.1.0.

As per the latest Critical Patch Update dated July 2008, I am sure the patches are not to be applied on our database and related products as they are at 9.2.0.6.0 and 9.2.0.1.0.. Can you confirm that I am correct here?

Again, we are planning for database upgrade from 9i to 10g,
so my question is --
1. Do we have to apply the patches on the database after it has been upgraded to 10g(10.2.x)?

OR

2. The database 10.2.x will have been upgraded to the latest patch mentioned in the CPU?

Its extremely urgent and I am really concerned about this.
Please help me.

Any assistance will be appreciated.
