Oracle Universal Installer: Please specify JRE/JDK location

I'm running into an issue trying to install WebCenter PS4 where it won't pickup the JRE/JDK.
I'm installing on Windows Server 2008 x64, and in compliance with the Fusion spec I've installed JDK SE 6 update 25 for Windows x64.

When I start the installer I don't get very far. This is what it says in the command window:

Starting Oracle Universal Installer...

Checking if CPU speed is above 300 MHz . Actual 3018 MHz Passed
Checking swap space: must be greater than 500 MB . Actual 6512 MB Passed
Checking monitor: must be configured to display at least 256 colors Higher than
256 . Actual 65536 Passed
Preparing to launch Oracle Universal Installer from C:\Users\GGarcia\AppData\Local|Temp\OraInstall2011-06-09_04-22-36PM. Please wait ...
Please specify JRE/JDK location ( Ex. c:\jre ), <location>\bin\java.exe should exist :


I verified the install path of C:\Oracle\Middleware\jdk160_24\
then created a JAVA_HOME system variable and set it to: C:\Oracle\Middleware\jdk160_24\jre
then modified my Path system variable to include: C:\Oracle\Middleware\jdk160_24\jre

When I tried again I still go nowhere.

I've tried to enter the various paths that I think would work (into the command line area) and none have worked.
Any suggestions?
