Oracle to_char (YYYY-IW)

Why is the 20100101 returning 2010-53 instead of 2009-53?

SQL> select to_char(to_date('20100101','YYYYMMDD'),'YYYY-IW') from dual;

2010-53

SQL> select to_char(to_date('20100103','YYYYMMDD'),'YYYY-IW') from dual;

2010-53

SQL> select to_char(to_date('20100104','YYYYMMDD'),'YYYY-IW') from dual;

2010-01
