Oracle Standard vs Standard One Question

Hi Experts,
One of my clients is looking into reducing their Oracle costs by downgrading from Oracle Standard Edition (11g) to Oracle Standard Edition One (11g).

I've been through the feature matrix and there were 2 features and 1 limitation that will be impacted by the downgrade. The 2 features are RAC and Automatic Workload Management, neither of which is currently being used by my client, hence, it should not be an issue.

The limitation issue is what we're concerned about - as it stands, "Standard Edition" can have up to 4 sockets, while "Standard Edition One" can have up to 2 sockets. What does that mean? What if we have a server that is currently using 4 sockets? would Oracle only be using 2, hence degrading performance? Can I tell the number of sockets on the server? or would I need a server admin to go through the hardware configurations and work it out?

We are running Oracle 11.2.0.3 on Windows 2008 Server (64x).
