Oracle SQL Dveloper 1.1 patch 1 fails to start with jdk 1.6

I've got Windows XP SP2 on Core 2 Duo E6600.

I downloaded sqldeveloper-2514-no-jre.zip and extracted it to some dir
I downloaded and installed jdk 1.6.
When I run sqldeveloper.exe from sqldeveloper dir it asks me to locate java.exe.
I point to <my jdk install dir>/bin/java.exe and after that it displays the following error
This application has failed to start because MSVCR71.dll was not found. Re-installing the application may fix this problem.
