Oracle Sql developer start get stuck on restoring windows

most of the times when starting the oracle sql developer (OSD) it get stuck on restoring windows

it was happening to me on windows 7 and now on windows 10 and on OSD version 4 and since to the latest version 18.1

I left it for more than half an hour but it still hangs there.

the only way I can start it is by modifying the folder: C:\Users\<my-username>\AppData\Roaming\SQL Developer\system18.1.0.095.1630 to system18.1.0.095.1629

then start again and choose the folder system18.1.0.095.1629 to copy configuration.

new versions are getting out but the same issue remains. is this problem is gonna be fixed?
