Oracle SQL Developer - Freeware or Licensed ?

Hi,

I have been using SQL Developer after I downloaded from the Oracle Website for free. So far I have been using it for my learning and explore the tool. Whats next is that I want to use this tool for Access to Oracle Migration at work. As it will be required to deploy the tool in Production environment, I want to know the licensing procedures after which I can deploy this tool.

Earlier I thought I can deploy it for free, but I got this feedback that it is licensed. Can anyone detail me please ?
