Oracle REST Data Services does not release memory ORDS 24.4

We just upgraded ORDS to 24.4.0.r3451601 and after that we get a lot of ORA-04036: PGA memory used by the instance exceeds PGA_AGGREGATE_LIMIT.

I have a analysed this and I can see that the IDLE Oracle REST Data Services-processes consumes a lot of memory. They are using 250-350MB which eats up the PGA.

We are using java 17.0.2 and are running ORDS on a dedicated Windows server (together with TOMCAT 9)

Are we hitting some bug here?
