oracle Reports to Excel with Arabic language

im tried many times to display oracle reports in excel using reports version 6, 11. with many pages and many footer and header with arabic interface but no success

i found the encoding using is WINDOWS-1256

i can transfer to PDF or HTML but when transfer to excel many wrong happen, statring from wrong row and clumn tag table content ...etc

now im thinking to re create the reports with access linked to oracle database

is their any other solutions??
