SQL & PL/SQL

In my report i have a frame which is in the margin not in the body and it is not a repeating frame. The frame contains two items one is of image type.
The main query of the report is fetching the image. But the problem is it places the first record in all the pages as the frame is not repeating. I want to display the fetched logo in the image item of the non-repeating frame. Can someone tell me the way i can handle it?It would be easier for me if this can be handled using the report trigger. I have written a before report trigger but it gives me frequency error. I am not very good at reporting part...so if someone can suggest any way it would be helpful.
