Oracle report Paper Layout is not letting me to select any field or text

My Report contains few text labels, place holders and fields in frames. i am in the Paper layout mode to modify.
But it is not letting me to select any field or label, Always it is selecting the outer frame.On the inner frame i see some diamond symbols also, Is it locked, How should i select?
Even though i selected the fields thru object navigator, it is not selecting the design mode. Seems there are locked. How will i bring the fields to edit mode. Please advice
