Oracle RDBMS Kernel Executable Using 5GB of Memory

I have Forms and Reports Developers 12.2.1.4 installed on my laptop. Even when I don't open Developer, my Task Manager always says that “Oracle RDBMS Kernel Executable” is using 5 GB of my system's memory. All web searches point to DB issues, but this is not a DB machine.

The person who sets up our developer machines said that part of the installation process asks to install a database. Is that what is causing this?

What is this local db for? I don't even know how to access it or log into it.

Do we need to install this database? How can we remove it, if we don't need it?

Other developers have this process in Task Manager, but it is only using a couple hundred MB on theirs.
