Oracle RAC voting disk failure

Hi,

Recently, our RAC has lost all voting disks. its was a cluster of 4 nodes. I have noticed that as soon as voting disk corrupted the three nodes went down. We were lucky to able to recover the system and now its functioning

But I want to know the concept behind it. One theory we have is when voting disk failed CSS deamon send events to CRS to instance shutdown and then started the instance on one node.

do you think, this is right?.
