Oracle RAC 12c one node database installation failed

I want to install oracle rac 12c (12.2) one node on Oracle linux 6.8 .

I have two users : grid and oracle

After install clusterware with grid user , i want to install database .

after execute ./runInstaller and select install software only and select install RAC with one node this error is generated :

ins 35423 The installer has detected that Oracle Clusterware is not running on local node

what is the mistake ?
