Oracle Password File -> ORA-01994

Hi all,

I am trying to grant SYSDBA to a user.I created a password file using ORAPWD in path $ORACLE_HOME/database.
I set the parameter remote_login_passwordfile to EXCLUSIVE.I restarted the db.
But still it throws me error ORA-01994.
And when i query the v$pwfile_users it says no rows selected :(
What can be the problem?

(I am using Ora 11.1.0.6.0 on a MS Server 2003)
