oracle ORA-28000: account locked: db link selection

i have created a dblink

create public database link dblink1 connect to mtas identified by mtas123 using 'mtas';

Database link created.

select * from dual@dblink1

I am getting error as

ORA-28000: Account locked.

I thought it is simple issue but it seems to be critical one. I have made account ublock and tried several times but repeatedly I got error as below

ORA-28000: Account locked.

Please help
