I need a clarification from the experts.
I have reported an issue in Oracle 12.2. It is purely related to Oracle dictionary.
They have corrected it via bugfix. Where they have introduced a new Oracle system parameter with some default value & they ask us to change value of the new parameter to some other value to get my issue fixed after applying the software fix. We have large number of databases with this issue, so fixing needs manual configuration change in addition to the software upgrade; which I see as unfair since it is a pure Oracle bug they fixed.
When I inquired on this additional work, Oracle support provided me the below document & informed me that after Oracle 12.2, every Oracle fix related to optimizer requires some additional configuration in addition to the software upgrade.

In the above document it says:
"Starting from 12.2, all optimizer fixes with fix control are provided as a patch by default disabled"
What does this really means? I doubt whether this document discusses the same thing.
